our defense department, at such and such a level. you need to send out social security checks. you need to make sure that you are paying to care for our veterans. they lay all of this out for me. and because they have the spending power. and so i am required by law to go ahead and pay these bills. separately, they also have to authorize the raising of the debt ceiling in order to make sure that those bills are paid. and so what congress can't do is tell me to spend x, and then say but we're not going to give you the authority to go ahead and pay the bills. >> the economist made a laundry list of what would happen if congressional republicans refused to raise the debt limit. failure to raise the debt ceiling would force immediate spending cuts equal for 6% of gdp. not only would that threaten to send the economy back into recession, it would also deprive many of money needed to meet their own obligations, setting off a chain reaction of defaults that could incite investors to dump their holdings, driving up interest rates. joining me now is ezra klein, an msnbc columnist, who could

big defense cuts. lindsey graham's even saying, it's better than nothing. what do you say? do you think sequestration has to be avoided at all cost, or could it go into effect, forcing some sort of spending cuts and fiscal discipline? >> well, i think we can and we should continue to both reduce expenditures and add revenues in a balanced approach to debt reduction that should take several years. it took several years from 2000, where we had a surplus under president clinton to get to a deficit under president bush. so it will take some time. but i think sequestration is a blunt instrument. it doesn't allow the cabinet secretaries, not just the secretary of defense, but the secretary of every other agency, to make judicious judgments about which programs are higher priority. and we in the congress should be able to make those judgments ourselves, working with the administration. so i don't think it's the right instrument. i think the goal is appropriate, which is to reduce the deficit, do it in a balanced way, and recognize that there are some things that you can do up-front, quic

with democrats and rand paul cooperating on some national defense issues, cutting military spending, some spying issues that we care about. you'll see paul ryan making a big show out of not cooperating with democrats but always voting yes as he did for the fiscal cliff deal and as he has in many times previous so it's going to be opportunistic between them, but they haven't sorted it out, this civil war between themselves and so it makes it very difficult for a single figure to rally under the republican mantle. >> ari, to you, to whatever matt is saying and add to whatever you would like to to the conversation here. we saw tea partiers rebel back in 2010 because they did not see the fiscal conservatism that they believe that the republican party should -- should have in its platform. might you see those centrists, those moderate republicans saying, hey, we're going to lead the republican party and start our own, if you will, subgroup because right now the republican party doesn't represent what we want it to be. >> i don't see that kind of splintering, but i would echo things like rubio and pot

that's not a knee-jerk and neoconservative is going to be secretary of defense and that he's going to be showing a lot more restraint because he remains a realist even when he's in that job and he's around the table talking to the president, giving him the options that he has. >> i mean, i think people who like hagel personally should be pleased. people who like the idea that he's someone who can cut defense spending and is willing to do that and has the credibility to do that should be pleased. but there was also an element of this that was sort of a symbolic early squirmish over military action in iran. that hagel could only take the job by basically reversing himself on this stuff. and also on some of the things about israel. his statement to schumer showed explicit support for israeli civilian casualties in gaza, for bombing civilians in gaza if they need to. that's pretty intense. >> all right. chuck todd, thank you very much. we'll be watching you on "the daily rundown" right after "morning joe." and ben smith, thank you as well. >>> coca-cola doubles down on its pr push to g

think the republicans are hoping that they have a manti te'o defense, that somehow it was all a hoax and maybe the election was a hoax and they can go back and redo everything. no. i think the republican -- the white house strategy is make the house republicans try to do something. and i think that -- and my understanding what house republican leadership wants to do is they have to figure out how to pass -- how to pass a raise in the debt limit at all first. to just put something out there to prove that they can get leverage, right? that was something that boehner tried to do with his whole plan "b" during the tax thing. and when he couldn't do that, then suddenly he lost all leverage. so that's the name of the game number one. and then the second part is what david was talking about there, which is they are trying to figure out how to basically move away from the debt limit as a part of this argument, and that's -- it's easier said than done. they know where they should be having this spending argument, and that is with funding the government. whether they can get the rank and file
